Job Profile

Under the general supervision of the Senior Active Transportation Planner, the Livable Streets Specialist is responsible for research, planning, public engagement, and review in support of the delivery of sustainable mobility, including but not limited to pedestrian and cycling initiatives.

Responsibilities include research, preparation of reports, responding to inquiries and applications, and facilitation of community consultation. The position is required to participate in interdepartmental planning and development, and to provide recommendations in relationship to transportation planning and policy. The Livable Streets Specialist works to assist in coordination of active transportation branch tasks and directly engages with internal and external stakeholders and the community in a collaborative manner to facilitate the delivery of programming and services related to sustainable transportation.

This position works collaboratively, and in consultation with, all relevant departments of the City, consultants, stakeholders and the public to deliver a range of planning work related to alternative transportation modes and sustainable mobility, with a focus being the implementation of Winnipeg’s Pedestrian and Cycling Strategies. The position must have a demonstrated ability to interpret and apply policy, bylaws, standards and guidelines in research and planning.

As the Livable Streets Specialist you will:

  • Participate in pedestrian & cycling project planning, programs and special initiatives
  • Promote pedestrian and cycling transportation in support of the priorities and strategic goals of the Pedestrian and Cycling Strategies by liaising with stakeholders including the Active Transpiration Advisory Committee and the public
  • Subject matter expert for Transportation Division in new/nascent/developing aspects of sustainable mobility beyond those of the PCS including but not limited to: complete streets, transportation demand management (TDM), curbside utilization, shared parking, Mobility as a Service (MaaS), autonomous vehicles, rideshare, etc.
  • Research new initiatives and trends in pedestrian and cycling planning, policy, programs and infrastructure

Your education and qualifications include:

  • Bachelor’s degree in a related area (Planning, Engineering, Public/Business Administration) or an equivalent combination of education and experience.
  • Master’s Degree in Planning, Engineering, or Public/Business Administration is preferred.
  • A minimum of 1 year experience in one of the following fields;
    Transportation Planning, Urban planning or Transportation Engineering.
  • Experience related to policies and planning in the area of Active Transportation.
  • Strong research, analytical and decision making skills.
  • Knowledge of transportation planning methods.
  • Ability to understand, execute and communicate effectively both verbally and in writing.
  • Strong organization and time management skills with the ability to prioritize and meet deadlines.
  • Knowledge of contemporary planning and community issues.
  • Knowledge of developing best practices related to sustainable transportation.
  • Knowledge of cycling and pedestrian best practices and policies.
  • Ability to handle confidential and sensitive matters in a professional manner and exercise discretion and sound judgement in decisions.
  • Excellent interpersonal skills demonstrated by the ability to facilitate working relationships, interact effectively with a variety of individuals including other staff, senior management, managers, and the public (consultants, contractors, and other external groups) with tact and diplomacy.
  • Ability to take initiative and work in a team environment.
  • Knowledge of City and Provincial regulations and policies such as the Highway Traffic Act, Traffic By-Law, Our Winnipeg, Transportation Master Plan, Winnipeg’s Pedestrian and Cycling Strategies is preferred.
  • Valid Manitoba Driver’s License Class 5 is preferred.
