Position: Highway Maintenance Worker III – Crew Leader (61035514)

Under general supervision, performs a wide variety of maintenance activities in the construction, repair, and preservation of roads and bridges on the state highway system. Operates motorized equipment used in the construction and maintenance of highways and bridges or the movement of materials and supplies used to perform these maintenance activities. Acts as Crew Leader of a county Work Request Crew.

Serves as crew leader and performs skilled manual labor in various duties such as cleaning ditches and placing sideline and crossline pipe, patching roadway base and surface failures, installing driveways, removing fallen trees from roadway, installing, repairing, and maintaining flat sheet signs, cutting dead trees on right-of-way, performing vegetation management to improve visibility of signage, setting forms, pouring and finishing concrete for curbs, gutters and sidewalks related to work request activities and multipurpose operations.

Responsibilities

  • Act as Crew Foreman in absence and collaborate with Crew Foreman to devise a schedule for maintenance crew work; quantify daily records of work performed and materials used; input data into departmental asset management systems such as Highway Maintenance Management System (HMMS) and Enterprise Asset Management System (EAMS); review maintenance requests and complaints forms.
  • Operate heavy equipment (e.g., motor grader, backhoe, crawler dozer, excavators, slope mower tractors) in conjunction with highway and bridge maintenance operations; operate other specialized crew equipment to clean drainage ditches, install sideline and crossline pipe, perform driveway installations and roadside/right-of-way clearing operations.
  • Instruct crew members daily in safety practices (flagging operations, safety Equipment usage, vehicle safety, handling hazardous materials); coordinate placement of traffic control devices to set up maintenance work zones per SCDOT Work Zone Traffic Control Manual and Field Guide.
  • Conduct safety inspections on all assigned vehicles and equipment; monitor the preventative maintenance program to ensure routine maintenance and monitor equipment use and wear to prolong equipment life.
  • Operate tandem and single-axle dump trucks with trailers for hauling material and transporting equipment; operate portable tank-mounted salt brine anti-icing equipment and standard dump truck with snowplow attachment and sand spreader for snow/ice removal; assist in emergency or inclement weather operations and be available for on-call rotations and extended hours.
  • Perform other related duties as assigned.

Qualifications

  • Two (2) years of related work experience; or an approved acceptable equivalence.
  • A valid motor vehicle operator’s license is required.
  • Requires attainment of a Class A Commercial Driver’s License (CDL) within six (6) months of placement in the position.

Physical Demands

The physical demands for the essential functions of this position involve bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, grasping and physically manipulating objects of varying size, shape, weight, and material. Must be able to lift up to 50 lbs. This position requires walking for extended periods, treading rough and uneven terrain, and working in close proximity to motoring traffic and natural environmental hazards.

May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. Frequently exposed to outside environment in all weather conditions, noise, and oil or grease on a daily basis.
